Why the Tape?

As I was going through the engine bay, cleaning what I could, I noticed that both shock towers have a piece of tape covering a single hole on each.


this is from someone's build, not mine!

I also noticed the plastic plugs on the unused holes! Why not put a plug in where the tape is?
Looks like crap on a crap cracker!
