How long is too long?

My car has been sitting for over 12 years,I'm pretty sure the engine was blown, what should I do before I attempt to start it again? I also have a 12 rotary p-port that has been sitting the same amount of time it ran great 12 years ago. what should I do before I attempt to start it?

Has it been exposed in a manner that water could've gotten into the engine or even small animal/rodents?

I would take out the spark plugs and squirt a lot of Marvel Mystery Oil into the combustion chamber, then turn it slowly by hand to open the next rotor face and repeat until I had all the inner surfaces fully coated.
Then crank it by hand several times before engaging the starter. Then, I'd try to start it up.

Did that on an '87 TII a few years ago that had been sitting for about 4 years and it worked fine. Smoked like a devil for the first 20 minutes or so of idle (looked like the neighborhood was being treated for mosquitos), but I was able to drive it after that.
