Short answer is no. You'd have to piece something together. Which in a way is a good thing because many of the kits available aren't exactly road legal and don't have the self-levelling systems required in order to run HID lights so they don't blind oncoming traffic.

Get some quality hella h4 housings and bulbs, and upgrade the headlight wires and use relays. Puts out better light than the BS HID "retrofit" kids anyway. They aren't the be-all end-all by any means.
I run 80-100W bulbs, which are technically not DOT legal, but neither are E-code housings. I have plenty of light and don't blind on commers (unless the high's are up.)
