hesitation problem

I have an 87 t2. All emsissions removed and tb modded. The hesitation is only in the very first part of throttle movement. Wot is very good and afr is in 12.5 range. Cruising its at 13.5 but at idle its at 10.5-11. Idle isnt perfectly steady but has a slight stumble every few seconds. I have tried 4 different tps sensors. On every other car I have done I just set the tps to 1.0 volt and no problems. I have tried setting it to 1k ohm and 1 volt. The hesitation gets worse or better depending on which tps and how it is set but it still has a hesitation. I have tried a different ecu but no change. As you ease on the throttle it feels like it cuts fuel to one rotor then clears up as you give it more throttle. I have removed excess wiring from ecu harness so I no longer have a tps check connector to use the light method. Everything else works just fine and pulls very strong but this hesitation makes it hard to heel toe.

Nevermind. I sprayed the throttle body with starting fluid and the idle immediately stumbled so I have a vacuum leak to sort out.
