Buying a car is a personal choice so let's leave that out of your question.(not tech related, see rules)
The car is supposed to start up at 1500 and drop to eventually 750 or so RPM.That is the job of the cold start assist. It is normal.
Try stepping on the clutch with the car in neutral and see the difference.

So,now ya now.
It's normal to have it start up and go to 1500 and eventually fall down to 1000 and then lower to 800 or so as it gets warm.
When it won't start or revs at 1500 and stays there is when you should be a little concerned.
..and since you haven't bought it yet,you still can walk away from it!
But from what I gather,it "sounds ok".

You should take the car to your local Mazda dealership for a complete check-up. They will be able to give you a good estimate for all of the repairs.
Based on your very brief description, it sounds like the car is worth about $1,000 or so.

Yes but it keeps doing it even if its warm I drove it it felt great and very powerful but thats my only concern is it fixable and is ot expansive and yes I offer him 1000 and he agree

As long as the 1500 rpm falls off after a few minutes i wouldn't worry, it's the rotor warm-up.
The only times that you should ever worry about "above average" idle is when you have one of the following PROBLEMS. Increased Coolant temp at idle, High Exhaust Gas Temps at anything over 2000rpm, Low Oil pressure at idle, or "knocking" at idle.
NEVER drive your Rotary Engine immediately after a "Cold" start-up you will destroy your apex seals, they are not like normal piston engines.
Check your idle cable, they have a tendency of getting out of adjustment over the years due to heat and cold and "human tuner-actions".

I agree with Marc if it is doing that there is a Tps or Vacuum leak issue.
It's not the end of the world.
Haggle with the guy If you are set on getting the car.I am sure you can get it cheaper than 1k..
if not LMK where he is and I will..(Just kidding man,Good luck!)

I agree with Marc now that i see the video. I was just making a "shot in the dark",
There is likely a dried up or broken vacuum line somewhere in a P.I.T.A place.
Also check your intake manifold for any leaks as well.

Agreed on TPS and/or Vacuum leaks... could also be bad grounding in the harness... To check for vacuum leaks bring a can of starting fluid and spray the vacuum lines... if the engine wants to die when you hit a certain spot, then you have found your leak... you could also have uneven compression, rent a compression tester from the local auto parts store and check it! That is the absolute best way to buy a rotary. Uneven or bad compression means a rebuild needed in the near future.

Mine will idle like that at different ambient air temp because I messed with the Idle air adjustment on the throttle body, but yours does seem to be a vacuum problem more likley than anything if it still has good power I wouldn't worry about it being a bad motor.
