I have a '79 SA first generation RX7. Some how the pop-up headlight mechanisms have gotten out of synchronization. The right headlamp "winks" for 3 or 4 times before locking in the up position. In addition, the left headlamp locks before it reaches the full up position. What is the procedure for synchronization? Is the problem electrical or mechanical?

Before you start playing with linkages, etc I would clean off all connections you can (the headlight motors would be the best place to start).
