when the lights are on they won't go down, as a safety measure I suppose so you don't accidentally hit the button to flip them down while you're driving at night and they actually go down then you can't find the button and bam you wreck your car.
That's the only thing I can think of because It's like that in my 93' FD. I can only imagine it to be the same for you.
