Hard starting 12a BP rx7

Hi all,
After a year of trouble shooting from the forums and 2 rebuilds i'm at my wits end and decided to create a thread with the hopes of figuring this out.
I ported and rebuilt my 12a last year and was unhappy with the compression numbers so did it again. I'm now getting around 90psi all around and have done a few 100 kms with the hopes of the compression continuing to build.
As part of the rebuild I also installed a weber 48ida. have a custom exhaust, equal length primaries collecting at the axle.
I went off racing beats specs for the weber.
300 Needle
220 Main Jet
170 Air corrector
41mm Chokes
F10 70 Idle Jets
F11 Emulsion tubes

Fuel pressure regulator set to 2.5-3psi
Spark seems strong, tried bridging power direct to coils from battery to check ignition and it made no difference. New ignitors. MSD coils.
2.2kw starter motor
Fresh plugs
Mixture screws are about 3/4 turns out.

Runs great once it's started but starting it is a nightmare unless i roll start it. To start on it's own it needs oil down the carb and a healthy blast of starting fluid and even this is touch and go.
Dizzy is unlocked.
When I turn it over it tries to start and smokes a bit but just won't catch, you know the sounds dugadugadugaduga

Any advice would be great,
