Hard start and TPS issue

Car is a 93 rx7 automatic

first question is what is the wiring that connects to the TPS sensor supposed to read at the tip while its UNPLUGGED from the TPS sensor? 3F ECU is reading 4.9 volts while 3G ECU isnt reading anything. When i plugg in the new TPS sensor the most i can get by adjusting the TPS or ISC from either 3F or 3G wire is .03 volts.

Second question is what do you think is causing my slow crank? ignition switch and starter are brand new. Battery reads 12.9 volts, its an odyssey PC680.

Thanks for all the help.

ok TPS problem is fixed and the hard start issue i read on fd3s.net is beacuse my vin just happens to be one of the cars that have weak starter wires so as it gets hotter the resistance does also.
