flip up headlights

My head lights won't flip up, i can hear the motor try to turn, and the head lights gu up about 1/3 of the way, but they won't flip up all the way, any wisdom from the best?

Did you just buy this car? Perhaps the previous owner did some sort of 'sleepy eye' mod.

look at the linkage,and see if it is binding.and as my friend above said,see if the previous owner put in a "sleepy eye controller".

Ya I would say if both do it, that its by design. Nice idea in fact, wonder if its got any legal issues though.
