Not to be a jackass, but how are you going to get into serious modification of the car if you can't identify whether it has power steering or not?

At any rate, a power steering car will have the power steering pump mounted to the driver side of the engine at the top of a large bracket. There is a fluid reservoir at the top of the pump and lines that lead from the pump to the steering rack. There is a loop of hard line at the front of the car on the round crossmember in front of the rad which cools the power steering fluid.

Whether you invest in a new engine depends on the current condition of your old one. Since you mention serious modification, it stands to reason you will be opening the engine for porting. At that point you can make a judgement whether or not the internals are in acceptable condition.
