Hi, Im kinda new here but I just wanna know if there is any way to make a 13B's rotary seals last longer and when do i change the rotary seals?

I would suggest reading up here as much as you can. There's no such thing as a "rotary seal". I would guess you mean apex seals. The apex seals last a very long time in an engine that is running properly. Take a look in the 3rd gen FAQ for reliability mods, which contribute to longer engine life. Ideally, you won't have to rebuild the engine for a good long time.
