CA FD Smog Trouble

I have a 94 FD, and after having the engine totally rebuilt, have been having major trouble getting it to pass smog.

The first time, it failed HORRIBLY, and I later found out that the cat it had was a fake, so I replaced it with one of the Bonez 3" cats. It's still running with just the 3" downpipe and no pre-cat. But everyone I've talked to has told me that the Bonez cat is more than plenty to pass smog in CA.

As for the numbers, it measured 1000 on HC, the max being only 88, at 15 mph. At 25 mph, it measured 567, with max being 54. It also failed on CO, which measured 2.1 at 15 mph, and .98 at 25 mph (max is .52/.50, respectively.). The NO also barely failed at 15 MPH, measuring 711, 704 being the max on that (But it passed on the 25 mph.). Also, for the 15 MPH test it was running at 1763 RPM, and 2809 for the 25 mph.

But after replacing the fake, gutted, cat, it did much better, but still failed as a gross polluter. It measured 609 for HC at 15 mph, and 114 at 25 mph (Max again, is 89 and 54.). On CO it failed, with 5.27 at 15 mph, and .54 at 25 mph (Max is .53 and .51). But it passed the NO with flying colors (81 at 15 mph, and 168 at 25 mph. The 15 mph test was done at much higher RPMs this time - 2786, and it was running at 1964 for the 25 mph.

At this point, I figured it had to be running too rich, and checked the fuel injectors to see if they were okay, and found that one of the primaries was BAD. After replacing it, the car started to run MUCH better, and the exhaust didn't smell so bad anymore.

So after that, I was sure it was going to pass, but NOPE, not only did it fail, but it is still a gross polluter. But this time the numbers did get much better.

For the last test, the HC measured 287 at 15 mph, and 246 at 25 mph. The CO failed at 15 mph, measuring at .79 (.53 is max), but at 25 mph it passed, at only .09 (.51 max). The NO again passed with flying colors (151 at 15 mph, 262 at 25 mph.). Oh, and at 15 mph it was running 1708 RPMs, and 1882 at 25 mph.

The last time, I also threw in a bottle of 91% rubbing alchohol.

I wish I could scan the papers, but my scanner isn't working. If it would really help for me to do so, I can try doing it at a friend's house.

Does anyone have any idea what the problem could be? I am reluctant to go and start changing parts like the O2 sensor and such, because there's no way for me to test if they are working properly (I don't have wide band O2, and I can't even connect a diagnostic tool cuz this thing doesn't work with my ODB1.)

Any advice would be appreciated.

A couple things I forgot to mention:

It also has an oil metering pump adapter that puts 2 stroke oil in the engine, so I don't have to premix. Should I empty the oil before I smog it? Or is it not a big deal?

Also, I tested the air hose where it connects to the cat, and it seems to be blowing air fine.

And the car has new spark plugs and new NGK spark plug cables.
