FD head light problem

once awhile my head light flip on, off, on, off, on ,off, on , off..while i;m driving..
what's the cause of this thing happen? week motor? or short?

Do you mean the headlights themselves turn on and off (bulbs) or do the headlights go up and down and stay on?

bulbs are stay on. the problem is headlights flip up and down up and down.
