fc havin idle problems, maybe missin

when i hold the clutch in the car immediately drops to 0 instead of 1k. i thought it was a fuel problem until i replaced my fuel filter and it didnt do much but run a little bit better. it still has trouble stayin idled and starting sometimes. also it was overheating but i replaced my thermostat and put some new coolant in it and it dont overheat anymore. i used to think it was turning itself off due to heating problems but thats not it either. i ran a compression test on it with a piston compression gauge (i took out the schrader valve) and it read 20 psi. i heard with the valve out it should read around 30-35psi. correct me if im wrong. but i took my oil cap off (oh god this is the worst) and i found this. =[ can someone please tell me what to do because thats pretty bad it smells like gas in there also. i heard that the white gas smelling foam is condensation from a failed water seal. but the sludge??? i was really stoked on getting this thing but now i dont know what to do. im sure my problems are due because of this oil filler. if someone could lead me in the right direction (even if it leads to me getting a new engine) i would greatly appreciate it.

Can you perform a compression test again?

20 PSI is dead.

Should read above 75 PSI.

The moisture in the oil neck is because the PCV system isn't working and the car was used for a lot of short trips.

Is there a way to get that out or do I need a new oil neck? Do you think my idle problems are from a fuel pump or apex seal.

Wouldn't my idle problems come from the pcv failure? That might be the problem

Forgot to mention. Sometimes I'll be driving and it will idle down and die at a stop and I will have serious trouble starting it but it eventually starts and runs shitty
