simply put, the difference between full and basic is what they come with.
basic one usually comes with all the hard seals and water seals, oil seals...
full kit will probably come with all the gaskets and such as well as hard seals, pretty much anything you could possible need.
I recently rebuilt my engine with the Atkins Rotary rotor kit and Pineapple Racing HD water seals and am very pleased with the results.

I've always liked the way Atkins structures their kits. You can get the A, B, or C, depending on the general condition of the engine.

I'd imagine you'd want to go with an A kit if your apex seals are good, or a B kit if not. You likely won't want a C kit unless you plan to replace the rotor bearings. If the engine's torn down already, post some pics of your irons, housings, rotors, and bearing surfaces.
