usually is not a good term to use. also, whether it's me or anyone else trying to answer this question, we can only speak in general terms. so nothing is etched in stone there will always be exceptions or specials or deals to rule anything said null and void.
that said, if you're simply handing the engine over to someone to have them rebuild it for you, then you're probably not looking at less than around $2000 in a best case scenario. that's with using a complete, proper rebuild kit and giving you a break on the labor required. can you find good people to do it for less? sure, but your chances of getting the best quality go down a bit.
depending on what you need, the cost can go up significantly more than $2000 though - especially if you are going to use NEW parts.

it's possible but it honestly mostly depends on the condition of the parts you start out with. a master kit is not always necessary. but a set of apex seals alone is $300-400 by itself, so.... add in soft seals and cleaning materials and sometimes you can get by with $700 in materials, IF the engine has low miles and was well maintained and all parts in spec, such as side seals and bearings. side seals are often the underdog, since technically the FSM allows a maximum of .45mm gap when the recommended max is .15mm and they run another $200.
but there is still a few places you can get a decent engine for under $2k, much over that and it better have new parts or it is just a glorified something or other. white linen on the floor or rusty metal shavings, if paying more to take an engine to a shop that spends more time on appearance than actually working on the job then you might wonder what the premium really is for.
it is the mother's garage mechanics who claim to be able to build engines for $500-1000 that you REALLY need to avoid, since they would be reusing literally everything, including your trashed 3 piece apex seals.

If you intend to do the rebuild yourself, or if the shop will allow you to supply OEM parts, then just participate in a sanctioned event with the car...a local autocrosses is usually enough. Then register here MAZDASPEED MOTORSPORTS DEVELOPMENT HOMEPAGE .
I don't think you can find OEM parts prices any cheaper anywhere. Probably saved me ~ $1000...
