Engine buy from Mazda dealer yea or ney

Tear down of my 13b rew does not look good. In pricing new housings (all five)
from Atkins it would not be cost effective.
Read somewhere in posts that Mazda Dealer rebuilds were shipped with all new
housings? Is this true or do they have some trusted re-builder doing their engines.

Some people have been getting lucky and getting reman blocks with nearly all new internals. The guy to call would be malloy mazda.. an example can be seen on page 28/29, read the comments for cost etc:

I'm not guaranteeing all new internals on every block, but in this case what was received cost less than purchasing everything out separately. You also may be able to get your housings resurfaced dependent on condition.. i would look into that as well.
