From my vantage point, it looks like the bushings may be in backwards. Have you tried swapping them from one side to the other?

IIRC one side of the mount is oblong the other is not, the bushing can only go on one way(logically) but the mount could need to be turned 180 degrees?

I'm with Sandman. That inner rubber busing lip looks like it protrudes and prevents the assembly from sitting in correctly.
I'd take the Bushing off and flip it..so that the flat part is towards the body.It won't matter if there is a bulge on the outside of the bushing.
Then the clamp can go on and the bolts should align.

Fairly certain it's not backwards.

This is how the bushing is supposed to be installed.

Just push or pry harder. The tension preloads the bushing.

Did you lubricate it enough? It almost lost like the bushing is flexing or not straight anymore.
