you can make any engine pass emmisions with enough know how and $$$$. but i won't be easy
if you figured a way to implement the air pump and a good converter, and a really lean tune, you'd probably make it

They never brought that engine to the US, it's not OBD1 or 2 compliant and if the smog guy knows rotaries and is going by the book he's not going to pass it on the visual.
That said, if the guy is cool and it passes the sniffer, then why not? MY FD hasn't passed the visual inspection for years, but here I am.

The 20B car owned by Attila the Fun passed VA emissions several years ago, so it would be possible to pass assuming that the laws haven't changed since then. However, it will depend a lot on the configuration of the 20B and the tuning.
