Was cleaning up under the dash, in a 94 USDM rx7 and saw this laying loosely behind the ecu in the passenger kick panel area. Any idea what it does or is?

I don't remember all the details, but that looks like the fan control relay. I want to say that (at least on the earlier models) it was part of a TSB and will allow the fans to run after shut down under some conditions. Looks like it's suppose to be grounded.
