Clicking problem

My FD is making a clicking sound when the key is on (a relay going on and off). The seatbelt light comes on at the same rhythm as the clicking and the power windows work at the same rhythm. Through some troubleshooting using the US spec service manual Ive been able to trace the problem up to the flasher unit (one of those relays is the one that is clicking on and off) and I decided to take it apart. When I opened it nothing seemed wrong in there as far as the board being burned or caps being bad etc. However I do know that sometimes bad solders and stuff like that can be pretty hard to see. After a while I discovered that if I turn the heater for my feet the system will work fine after a few minutes of it being heated up. My question is:

Is there something else (like the ecu or another module) that controls those relays or should I just go ahed and change the flasher unit? I ran out of ideas since the schematics Ive got are for US spec car and my car is Jspec so some of the wires are diferent colors and it has no airbag. I just dont want to buy a flasher unit before I eliminate every possibility. Thank You
