OH Cleaning the black frame around taillights on 88 GXL.

Does anyone know what I can clean the black frame around the taillights on a 88 GXL. It's like the black glass looking frame around the taillights. I would say water but there are streaks that look like it's from wax and I can't get em off. Thanks.

Thanks, I don't know why I didn't think of that. Probably because I've never had a car with this type of mask around a taillight. It didn't get the swirls off like I hoped but I think it brought out some of the black so they're less noticeable. I'm not sure what they're from, maybe just from cleaning the car over time.
