Charcoal canister questions

on my 89 turbo there is an opening on the bottom of the canister that is not connected to anything where is it supposed to be hosed to?

That is a vent. It's not supposed to connect to anything. One time I had a smog technician convinced that hose was supposed to connect back to the fuel tank, but I was fortunately able to make him understand that he had no idea what he was talking about.
