Buying a rx-7?

Im looking into buying a 1983 rx-7. however it does not have the original set up. it has a 13b with a nice sized turbo(not sure what kind). Was told when it ran at low boost had 350hp. It has a roll cage after market seat belts, the mariah body kit. Though it does have quite a bit of aftermarket on it, it also needs a lot of work. The car has been sitting for nearly 4-years. Im wanting to save the car but dont want to pay to much. The fiberglass has cracks in spots, it does start up though. by the sound it sounds like an exhaust leak. On top of that i was told the seals needed to be replaced. Can anyone tell me how much this is worth? or how much i should pay for it?

Whether the car has aftermarket parts or not, it sounds like it needs a lot of work including an engine rebuild. $800 - $1000. After sitting for 4 years it's going to need a fuel system, likely quite a bit of brake hardware, shocks, and all engine bay rubber (belts, hoses).

It does sound like quit a bit of work but I have no idea how much these cars are worth? Can you give somewhat of an estimate of how much I should pay for this car?

If the car was in perfect condition, then with the mods you mentioned, a guess is about $5000.

As I previously mentioned, you would want to pay under $1000.

I think 5k would be a generous estimate in perfect condition but 1k and under is what you would expect given the current issues.

You'd be better off spending more for a relatively stock one and modding it by the sound of things.
