No, it needs to be driven. If not legal, your only choices are:

1. Make it legal

2. Take it to a track

3. Take it do a dyno

It needs to be driven. Whatever means necessary you need to get that car on the road.

Maybe drive it around with a buddy following close behind you to help avoid being pulled over?

The engine needs varying loads and rpms, so idling the engine will not work. Here are your options if the car is not street legal:

1. Put the car on a trailer, transport it to a race track, and perform the break-in on the track. It will take about 100 miles with old bearings, or 300 miles with new bearings.

2. Put the car on a trailer, transport it to a facility with a chassis dyno, and perform the break-in on the dyno. It will take about 2.5 hrs with old bearings, or 7 hrs with new bearings.

3. Pull the engine out of the car, transport it to a facility with an engine dyno, and perform the break-in on the dyno.

I highly recommend that you get help locally from somebody who knows what they are doing.
