AZ Alternator blues

So I have a 1991 mazda rx-7 with a 13b nt fuel injected engine. I have Pacesetter headers and a little down pipe. So whenever I starrt my car my battery voltage sits at 16 until it reaches operating temp and then it calms down a bit but still when I'm driving the voltage jumps back to 16 and my throttle response drops until the voltage returns back to normal. From what I've read its my alternator regulator failed. Is there something I can to do fix :this or should I just buy a new alternator. This problem started about two weeks ago I thougt it might have been the belts but they are in good condition, tight but not too tight. Any feedback is much appreciated

I would replace the alternator as soon as possible. The voltage regulator is internal and not made to replace by most owners. If you haven't already, you risk over-charging/damaging your battery...then you'll have to replace both.

+1. The regulator is malfunctioning. Test/replace the alternator immediately.

Stop driving it before more electronics burn up. 16v is way too much.

Yep. It's likely you'll need that battery now too.

Well autozone finally got me my alternator and I installed it and its all fixed! But something weird happened I went to start my car and it was a rough start and my rpm gauge got stuck at zero as soon as the engine warmed up a little bit it was fine. Any insight?
