MN 79 rx7 wont start

Hi, I have this rx7 I bought in not running condition. I determined the carburetor needed a rebuild. I purchased a keyster kit for the Nikki and went to work on it. Everything went well. While doing this I stripped the Nikki and it looks good now. Anyway, I bolted it on and let it fill with gas from the factory pump. The fuel level shows half filled according to the sight glass. I drained and filled the tank with fresh gas. I can see that the accelerator pump is working well. In fact if I pump it enough it will start and kill all in about 3 seconds. All I can figure at this point is that the engine maybe to wore out to create the proper vaccum to draw fuel from the float bowls. I am positive that all jets and ports are clean. There are also no vacuum ports open. I did not remove the rats nest and all vacuum ports have been double checked. I have a extra engine I just want to make sure this sounds logical to someone else before I start turning wrenches in that direction.

Thanks.
