IN 4 x 110 rims

I ran across a post that said you can take any rim and have it re-drilled to be a 4 x 100 offset. Is this true? If so would it matter what rim size was used such as any old school or newer 15 in.

I wouldn't trust any wheel that has been altered by anyone other than a trained wheel repair professional.They are screwing with your life and that of others.
You can always opt to get adapters for any new wheels that you ponder on putting on the car.
You can look at adapting the hub too,so the wheel will fit.
