1993 rx7 oil filler neck nipples blocked off
How’s it going guys! I currently have a 93 rx7 with a gt40 single turbo conversion. I was under the hood of my car and was looking at the oil filler neck and the shop who did the work blocked off both nipples coming out of the filler neck. Is this normal? I’m not currently running a oil catch can. Car only smokes on start up but when hot, it doesn’t smoke at all. The motor only has 500 miles on it (brand new stock 13b from japan). Should I be running a PVC valve from the oil filler neck to the manifold? If so, should it be ran on the top or bottom filler neck nipple. Thanks in advance for the feed back!
It's probably common for a single turbo set up without a catch can. Ideally you want the crankcase to see only vacuum, and one of those nipples used to have a line that ran to the primary turbo inlet of the stock twins. But the stock PCV can fail so they cap both without a catch can.

2 part answer......
get a vented catch can and run both nipples of the filler neck to it
there is an o-ring at the base of the oil neck where it mates to its pedestal. its pretty common for it to go flat. even though you say your motor is new, take the neck off and see if the oring is still round. if you pull the neck off and its flat, then replace it. no more oil leak.
