1991 Rx-7 startup problems

this car has been sitting for 3 years and ive been trying to get it to turn over. i havent been trying to start it. i check the starter and when i get it with a screw driver it just winds really loud and thats it. the tranny doesnt engage...anyone know what this means? is the engine seized? also i can push the car in DRIVE. thanks

You mean the flywheel does not spin when you give power to the starter? Bench test the starter to be sure the drive gear is extending.

i think its the alarm
the guy who gave me the car said the alarm is still hooked up.
could this be why the transmission wouldn't engage though?

The stock alarm would prevent power from reaching the starter, which would mean it wouldn't do anything at all when the key is turned. And the transmission has nothing to with the starter really. The starter motor engages the flywheel, which is connected to the engine. The transmission is just what the starter bolts to.
