GA 1990 RX7 na Conv with poor performance and random hard start issues

Hey guys I just got a 1990 Rx7 conv non turbo and it seems to be hard to start at times and and will not start at all others. you have to press the gas over and over when turning over to get it to start other times it just will not start at all. What I have found is the guy I got it from removed the Air pump and Cat but left the valve thing under the pump and did not block it off so you can feel vacuum where the Air pump should be hooked up. I need to fix this so I have found the pump and upper bracket but cant find the lower bracket. My question is do any of you know where I can find one? Or do any of you know if I just take the valve off and use a block off plate will it cause a problem? I have seen that it will run rich if the air pump is removed due to the lack of air getting pumped into the exhaust. Is there a way to fix this and not brake the bank? I also want to add I changed the plugs and did a compression test R1 was at 95lbs and R2 was the same.

Welcome to forum. . Yes you can use a block off plate . The egi engines are prone to have leaking injectors have them cleaned and serviced and may fix your hard starting
