MD 1990 GTU N/A 13b wont start

Just bought a 1990 Rx7 GTU with a naturally aspirated 13b, all stock except aftermarket mufflers, the car had been sitting for a year and ran before it was parked, i know this is true because ive drove the car when it ran, anyways, Ive checked compression in the front rotor and it was where it should be, i couldnt get the tester tight on the back rotor, so i cannot check that one on my own, when i had the plugs out i noticed they were wet, and i cleaned them and put em back in, hooked up wires correctly, checked fuel pump for power, the tank was empty and i put a gallon in and tried to start it, having a friend hold his hand over the intake, and held it to the floor and cranked it overand it started up, and ran but it sounded like it was missing, and i had to keep giving it gas, it smoked white smoke from the exhaust like crazy, eventually after a minute or so it puttered off and backfired, cant get to start again

You'll need to place more gas in the tank. The plugs might be fouled. Check for spark on both coils. After sitting for a period of time things like the injectors, fuel filter, and fuel sock in the fuel tank can become either clogged or dirty. Check the cone at the AFM to see if it moves freely. Also, check for vacuum leaks.

There is a Green check connector near the lead coil which has just one wire that is Orange. Ground this wire to the negative battery terminal and w/key to on the check engine light will flash any error codes it finds.

what would make it smoke, like it smoked like a fog machine, for the 3 minutes i had it running my yard was covered in a smoke cloud

Depends on the color of smoke. Could be severely flooded. Could be coolant leaking into the engine (smoke would have a sweet smell and the coolant level would drop over time). Could also be oil rings are shot and leaking into the engine.

white smoke is either flooded and or coolant, try de flooding the engine by removing the plugs and removing the egi fuse, and crank it a couple times re install it everything and try it again

however it sounds like coolant seals.....

Flooded is usually black smoke i thought? White has always been coolant far as i know

If I end up having to rebuild it, is it something a beginner could do? i mean im mechanically inclined, but have never rebuilt a rotary engine. but if the coolant seals are bad that means a rebuild right? and if im rebuilding it i might as well do apex seals. my dad is a master mechanic but he doesnt know much about rotarys, so hes useless when it comes to all these questions i have.

he will be more of a help than you think. REbuilding a rotary is no different than rebuilding a piston engine, its takes time, money, patience, and LOTS of measuring.

btw, that is a VERY interesting paint job, I like it but hate it, looks like a large hot wheels

My hatch rips a huge amount of white smoke on startup if it has sat for more then a week, I warm it up then rev it to about 10k and it stops, Its been doing it for the last 2 years doesnt use any more oil then any other rotary I have owned so it doesnt really bother me. Has your oil injection been takin out or is all that still factory?
