The way the audio stack was designed, the cassette deck powers the radio tuner. When a cassette is installed, the cassette deck drops power to the radio tuner so that the only audio going to the amplifiers is coming from the cassette. If you ejected the cassette and the radio is still not working, it is probably a part of the physical mechanism that switches the power to the tuner. If you want to manually power the tuner, there is a 3 wire connector on the back of it. Looking at the back of the tuner, the left wire (which I believe is green) that comes from the cassette deck is the 12v signal that gets turned off when a cassette is installed. The right wire is the headlight signal, and the top one is 12v from the car harness. Use a test light and confirm that the right wire gets power when you turn on the lights, if it does, the left wire needs 12v to power the tuner. Keep in mind, if you bypass the cassette circuit to force the tuner on, when listening to the radio if you put in a cassette, both audio signals will go to the amplifiers.
