Stock FB inspection in mass... why aren't I passing?

Question Stock FB inspection in mass... why aren't I passing?

I'm just wondering if there's any special regulations or rules for an old rotary that I could point out to the emmisions tester.

I've got a stock set up, everything's there as far as I can tell. Everything seems to be functional, but my hydrocarbons are twice as high as they should be according to mass. I talked to my mechanic (Who is in no ways a rotary expert... meaning he doesn't do engine on my new RX-7) and he said the car should be registered as a V-8 or something like that. Is that true? Or possible? I'm not really sure what the car is registered as at the registry. I wrote down 2 rotor, but at the insurance agency I think that got translated to 2 cylinder, and the PA registration before hand had it at a 6 cylinder, the DMV lady seemed to understand at least the basic concept of a rotary engine (or at least enjoyed saying "Wankle") so I figured there might be a relevant place for the engine and she put it there.

What sucks is I'm only two years off from the emmisions cut off. I bought an 85 instead of an 83. I wasn't that concerned with passing emmisions before because... well because I'm stupid, but I'm wondering if anyone here can enlighten me as to Mass rules involving and ancient 12A Wankle

Oh, and as a side note, the engine seems to run fine. The start ups were a little difficult, but I have since changed my plugs and it seems easier. Otherwise, no smoke. The idle seems a bit high at 1000-1100rpm and the exaust smells rank, but I'm told most rotaries are a bit stronger in that relm.

Any suggestions on cleaning my car up, or utilising the rules ot my advantage would be great. Thanks.
