Problems w/ Emissions in DC

Failing HC and CO emissions testing.

FD is getting back on the road after sitting mostly for 2+ years. Seems to be running well. Nothing was wrong..just working ALL the time and only took it out for a spin every couple months.

Passed in '06 when I moved down to DC so i don't think anything is fundamentally wrong.

Started it up cold and drove ~2miles in traffic over to the inspection station...(wasn't thinking). After failure first time I drove hard for 15-20 minutes and then came back...only to wait in line for 20min. This time I didn't fail by too much. Got one more try then I pay...gonna try to figure out when the no line time is and drive hard. Other than that I'm hoping that someone has a shop in the DC area that may be able to help me get past this issue. Any thoughts or suggestions are welcome.

Guessing dropping the air/fuel ratio would resolve my issue. Obviously don't want to blow the engine. 59k on original engine.
