OK I am from good ol' West BY god Virginia. Things here operate differently than in other parts of the country such as emmisions testing that basically dosnt exist. License plate mounting. You know the usual stuff.

I am just looking for somekind of info so that when I move there I dont get slapped with fines all the time.
