Ok then if you ever get a ticket for driving with the flow of traffic , which just so happens to be generally be 10-15 mph over the posted speed limit on most public highways. Don't be confused. This is not about just wanting to speed. It is about unfair traffic laws.

It's about the unfair laws, corruption, and the decline of police integrity. As the letter states: "The police resort to dirty tactics of entrapment, blatant lying in court, intimidation, and harrassment, all for the sake of generating revenue."

It's very easy to say "don't break the law and you won't have any problems," but the reality is far different. One could perhaps also advise people to change their race, ethnicity, or appearance, and buy a different type of car that will attract less attention; but even that is no guarantee--and it's not supposed to work that way. Bogus traffic stops and trumped-up tickets happen all the time. Police can and will pull someone over for no reason whatsoever. Ramy has previously related how a cop pulled him over for simply looking at him, then proceeded to walk around the car trying to find something to ticket.

Police have the power to pick and choose which laws they enforce, and how they enforce them. Instead of targeting dangerous driving, they follow the much easier--and highly revenue generating--policy of simply setting artificially low speed limits and then hitting speeders with fines out of proportion to the severity of the offense.

Power tends to corrupt and absolute power corrupts absolutely. Not without reason, the police today act and feel as if they have absolute power. The police groups and associatons exert enormous influence on the state legislatures and directly affect how the laws and penalties are written. Police are lavished with huge amounts of resources and equipment, then turned loose on the citizenry, literally with the power of life and death. Their word is not questioned in court, and judges and prosecutors allow them to run rampant.

Granted, most of the time it's possible to stay out of trouble by not violating any laws (provided you don't fit into a "profile"). But when a "ball buster" or bad apple comes along, you can kiss your *** goodbye. The police and prosecutors close ranks. Prince Jones wasn't speeding but he was followed by an undercover cop across three state lines and then shot in the back five (5) times. The police union quickly closed ranks to protect the murdering cop. The Fairfax County prosecutor, Robert Horan, declined to prosecute him. The message is clear: A cop can do anything the wants, and any story he chooses to make up, however bizzare, will be believed without question.

Murder is an extreme case and fortunately it doesn't happen every day in Virginia (Maryland is another story). But if police can get away with murder, they can certainly get away with lies about speeding, hearing a tire chirp, seeing a car "weave," or any other bogus excuse. They know their police unions, associations, judges, and prosecutors will stand behind them.

Ok i read the posts and the letter and I agree with the original letter. I have been pulled over for speeding while beening passed by another car. I was driving a small convertible w/ top down and my blond G/F with me. The guy that was passing me was driving a big old cati. but I got a ticket for 70 in a 55. I was about 18 when that happend.

Just about a year ago I got stopped exiting my home town. I was getting push all the way through town some body with high beems on and right on my *** I would have to say less than 5 or 6 feet from my bumper. I couldn't see any thing had such a bad glair i couldn't even see the road right. So when i got to the edge of town a stepped it down a bit not bad but enough to pull away a little maybe from 30 up to 40-45 then the lights go on. So this young cop comes up to the window, probably just out of school, sticks his whole head in the window and starts reading me the riot act about recless driving. Then tells me the reason he was following me was the write me a warning ticket for a head light out. So he gives me this ticket after about 45 min. with a notice that if the light wasn't fixed within a week I would have to pay the speeding fine ( which he had pushed up to 60 in a 35).

So I fixed the light went down to the station and the cop on duty is a family friend and I explained the whole thing to him. Well he says he'll talk to the kid, about this time the police cheif (a real ***) walks up and wants to know what the problem is and I explain it to him and he says " well he was just doing his job" and I say "well doing your job doesn't mean tring to cause and accident or pushing people to do somthing wrong" then he walked away.

Then I haddent heard any thing about this kid for a while. Now just a few weeks ago he did the exact same thing to my cousin. My cousin never even drives the speed limit I hate driving with him cause he drives so slow. But the guy writes him a ticket for 45 in a 25 when he could have given him a warning it was his first affence. My cousin thought the road was a 35mph zone. He wasn't driving a fancy car infact he had just pulled out from a wedding he still had his tux on. Since this accurance I have since called in a favor with the local majistrate to watch out for false tickets from this cop.

Same cop sits in an alley way half on the road half on private property, I have a relative on this alley which by the way is a 2 way street. One night im coming through town to make a left into this road, another car is coming out at the same time and I almost hit the cop car head on that was parked on the wrong side of the road. I didnt see it until I was almost ontop of it from the head light glair. He gets out and starts yelling at me that was it I went dircetly to the borough manajor and reported him for his actions over the past few months, he is now no longer an officer on the palmerton police force.

SlingShotRX7, good point about already donating to the State Police via State Income Tax. And if you live in Fairfax County, you pay another county tax as well. So in short, if you make over $55K a year, you pay about 33% to the federal government, and about 10% more in state and county tax...leaving you w/ only about 55% of your own money...freakin ridiculous

Pat, thanks for the encouragement. Sorry to hear about that total BS stop. I know the concrete barrier you're talking about. He would be hard-pressed to keep line of sight w/ ANY vehicle, esp. if you were in the super-low FD

Chris, I've heard the stickers for donation work, but IMO, that's giving in. I'm too stubborn to do that. Don't are how much it costs me...I'm adamant about making my point.

jagwrjack, I'm going to be sending the letter c/o Edward Haith Jr, President. I also plan on sending copies of the letter (at the same time) to all of the board members listed on the letter on the lefthand column (2 VPs, a Secretary, Treasurer, Ex Officio, the Headquarters and 7 Division Representatives). I'm pretty sure it'll get SOMEWHERE. How far, there's only one way to find out. Those w/ defeatest mentalities get nowhere because they do nothing. I'm gonna try and we'll see. It's the least I can do.

As for PA, PA is a humane state. I lived in PA for 3 years. I know how they are. Some tough country boys, but otherwise very classy people. In fact, in PA, no cops except state troopers are allowed to use radar, specifically because they want to prohibit local cops from using speeding tickets as a method of local revenue generation. That's in STARK contrast w/ VA, where they use pacing, radar, lidar, laser, helicopters, undercover cruisers, targeted inforcement, joint efforts, speed traps, ambushes, entrapment and encitement, etc etc. Don't get me started.

John64, while your $0.02 are appreciated, no offense, they're really just $0.02. You're in CT, a totally different world. Really. You're talking about general broad-line non-specific loose guidelines, and we're talking about targeting a specific, defined, established and unacceptable problem. You really don't have adequate information to judge correctly. You say so easily to just follow the law and you won't have a problem. As George mentioned, I have been pulled over for NOTHING, and it took the officer a good 3 - 4 min to find something to justify the stop, otherwise it would be an illegal stop. I've also been pulled for FIFTEEN TIMES, and have been found guilty only TWICE, one of which I didn't fight, and the other of which was pretty much a done deal. What does that tell you? I've been driving in VA for 9 years (give or take 3 years for the time I spent in PA) and I have ONE motion violation in this state, which is currently being taken care of. Basically, I'm the guy that gets profiled and harrassed a lot, but doesn't just bend over and take it, because 90% of the time they're BOGUS tickets.

Have you ever had cops scowl at you at first sight? I have.
Have you ever had cops do double takes (on bikes) as you slowly drive past? I have.
Have you ever had cops pass you by and pull (an illegal) U-turn just to follow you and harrass you? I have.
Have you ever had cops follow you looking for something to pull you over for, for MILES? I have.

So you see, our prespectives, are different. And our state encourages this kind of behavior, be it indirectly by allowing the police to do so, or directly by telling them to meet higher and higher quotas in tickets "any way they can."

As for not driving in an HOV lane, you misunderstood me. There are 3 ways into the city (DC). One is so far south, it's basically inaccessible to everyone else living north, or will take then an hour or so in traffic to GET to that road. The other two are northward, and are 1 or 2 lane roads without shoulders. Needless to say, they're usually backed up for HOURS because of minor fender benders. The only major highway going into the city, the ENTIRE highway is HOV. Not a lane. Not two. The WHOLE THING. And we have the 2nd worst traffic in the nation. Don't tell me it's my fault for driving in an HOV lane because I need a 17 mile commute to last me less than 2 hours. It's the state's misappropriation of funds that keeps approving buildings and residential complexes but neglects to update the roadways that's at fault.

And to add insult to injury, instead of addressing the problem by expanding the current roads (again, remember, this is the 2nd worst traffic jam in the NATION), they send out multiple cruisers on the on-ramps to that highway to catch people who don't have passengers with them. And they raised the fine from $500 to ONE THOUSAND DOLLARS. C'mon, tell me to my face that driving on the wrong highway from 6:30am to 9am or in the opposite direction from 4pm to 6:30pm is such a huge safety risk that it warrants a ONE THOUSAND DOLLAR fine. I'd love for you to try and pass off that one.

And if that wasn't enough, HOV violations were written in the VA Codebook as a NON-motion violation, carrying no points. As of July 1st, when they bumped the violation fee from $500 to $1000, they modified the law to make it a motion violation, so they can hit you up for even MORE money. Beautiful, eh?

Also, tell me in what other state do you have to pay a court fee along w/ ANY violation (including NON-motion violations), WHETHER YOU GO TO COURT OR NOT? Hmm?? I'm dying to find out why they need a court fee if I'm just paying the ticket online, by the phone, or by the mail, and not contesting it in court. Again, $$ talks...

As for the speedlimits, states usually set the speeds based on population and road conditions. We have some of the best well-kept roads in the nation, wide 4 lane straight highways with excellent visibility, yet have a 55mph limit, when you can venture into neighboring DC or MD and find the crappiest 2 lane pothole ridden highway with blind turns and poor visibility has a 65 mph speed limit.

In short, no offense, but you don't know what you're talking about. I do, because I've spoken to state prosecutors at length about this, and they openly admit that VA purposefully sets speeds low to generate revenue directly, AND to meet federal standards to qualify for additional FEDERAL funds and grants. Cops and judges are throwing people in jail for doing 75 in a 55 (which is SLOWER than the flow of traffic in the left lane, which averages 78 mph FYI) because they qualify for more state and federal funds by doing so. It's all about money, and that's about it.

I'm not a kid crying about cops busting me for doing wrong. I'm a man who prob has a ton more experience with the law than yourself, and unlike yourself, isn't accepting of the status quo because it's unjust. There are three types of people my friend...those who talk about things, those who do things, and those wonder what the hell just happened. Where you fit among them is in your hands. I've already found my place.

John my good man...it's not so easy, esp. when you have a house, friends, school, job, basically everything set for here. Don't get me wrong, this is an incredible place to LIVE. It just sucks to DRIVE here. Hence my desire to try and make it better.

I think you need to draw more attention not to the fact that the fines for speeding are so high, but to the fact that the speedlimits are so low.

A 55 limit on a highway is rediculous. Theres NO reason for it, safty and otherwise, EVERYONE knows it, and almost everyone drives 15 over.
- No studies conclusively have EVER shown that 'Speed Kills.'
- It does not keep emissions down, as cars operate at their best at 55mph.
Sure, maybe that was true in the LATE SIXTIES, but Modern cars almost all operate at peak emissions/fuel economy in the 70 to 80MPH range.

I don't have a problem with the fines or the points or anything, just as long as the speed limits were at least set within the scope of reality!

I happen to agree with the $1K HOV fine, It's there because HOV violators are a major problem, and they want to make the fine so high as to make HOV violations unthinkable.

I agree with you totally about the police attitude and profiling, it's total crap.

Spending money to send cruisers out isnt wasting money, it's making money, they go out and bring back in tickets way more then they spend.

First off, we have either first or second worse traffic in the U.S, besides the research done on traffic in L.A/DC, I have 6 diff family households and lots of friends in LA, they come here, I drive them to VA, or just around MD/DC, they say during rush hour here, its a hell of alot worse than LA!interchange from 495-270 at around 5:30 sucks! And all of them said it was.

Also, driving a manual car in bumper to bumper traffic sucks ***, it'll tear up your gear bpox/clutch/tranny after a while simply because I sometimes spend 2 hours going home on 270(I've also explored different routes, its not any better).

When Shady Grove Road(a main road in MD) was locked up at Midcounty Highway, I was carrying a forklift on a trailer, 270 was TOTALLY backed up near Chain Bridge HWY, I spent 5.5 hours getting to the shop and getting home.

MD/VA need to invest more money into our ******* highway system, instead of spending money on ******* idiotic Christmas decor(Gaithersburg spent 350k on christmas decor a couple years ago) Make things functional, I cant tell you how many times I have gotten a flat because of shitty roads, and when they do work on the ******* roads its during rush hour alot, WORK ON IT AT NIGHT!

2 or 3 years ago for vacation in NC, I got 3 tickets(none were payable they made me goto court) all within 2 weeks. 1 was for driving 11 miles over the speed limit, then I got pissed and drove 66 in a 35(no people and on a highway) and I got another for 6 miles over the limit.

On the second one I started acting crazy, bobbing my head etc. etc. talking about christmas to him/my favorite foods, just to get him off my tail, they tried to send me to a ******* mental hospital, and locked me up for a half hour, until they realised that I was 4 days till I was 18 and I was a minor so they couldnt do ****. I walked out bitching, threw a huge tantrum, DEMANDED a ride to my car since it was 5 miles down, I threatened them etc etc. Called them "******* hick un-educated bastard cops" and a state trooper from VA(was on some case regarding a convict who violated perole), drove me.

950$ later, I got out and was a free man!(for the 11/30 over the limit they locked me up).

So basically now, I am the cockiest ******* to cops if they are impolite to me( I get yelled at often from them). I just tell them "YOu ******* serve the public, my taxes pay your salary, I AM THE PUBLIC, so show some respect and you'll recieve it.

Thanks. Umm...I'm juggling studying for an exam, and finishing up this letter and a project proposal etc...so things are kinda slow. But I got a few great suggesstions from some forum members, so I'll modify the letter, post it up, and see if anyone else has any suggesstions for changes or modifications.

As for whether or not anyone will read it, they'd be hard-pressed not to, considering I'm sending out 14 copies of it (see below)

Ok guys...back up to the top. I finally finished my last exam for a bit (2 weeks LOL) so I have a minute to breathe. As a long time
<st1:State><st1:place>Virginia</st1:place></st1:State> and <st1:place><st1:PlaceName>Fairfax</st1:PlaceName><st1:PlaceType>County</st1:PlaceType></st1:place> resident, I think that quote pretty much sums it up. We live in one of the most affluent counties and states in the nation, yet face one of the most prominent and prevalent informal taxes in the form of purposefully under-rated speed limits, extravagant expenditure for extensive fleets of unmarked cruiser of various makes and models, helicopters and their expensive fuel for traffic enforcement, and often arrogant and abrasive police officers -- all this for local revenue generation, in one of the most peaceful and safe states in the nation.

I've said it before, and I'll say it again, there's good and bad in everything. It just so happens that the bad is becoming increasingly overwhelming in the area where I reside (
<st1:place><st1:PlaceName>Fairfax</st1:PlaceName><st1:PlaceType>County</st1:PlaceType></st1:place>), and scores of people from all different backgrounds and walks of life in <st1:State><st1:place>Virginia</st1:place></st1:State> agree with me. There is a disturbing trend unfolding: more and more officers are resorting to dirty tactics of entrapment, selective enforcement, blatant lying in court, intimidation, and harassment, all for the sake of generating revenue. Simply said, we Virginia constituents, especially those in the Northern Virginia area, and namely Fairfax County, have noted a painfully clear and disturbing decline in professionalism and integrity from those given the privilege and responsibility of enforcing the law.<o:p></o:p>

When an officer young enough to be my son or even grandson gives me an attitude for not following an obscure sign or simply making an innocent mistake, there is a problem. When my son is repeatedly profiled and harassed simply because he is young and drives a high performance sports car, yet is found innocent in virtually every single court appearance, there is a problem. When the State imposes $1000 fines for driving in an HOV lane, or $2500 fines and JAILTIME for going 20mph over the speed limit (which is a mere speeding ticket in the majority of other states), and officers willingly support and enforce this, there is a problem. When officers refuse to listen to explanations or issue warnings, thus focusing on the financial aspect and not the educational and safety aspect of traffic enforcement, there is a problem.

Unlike officers who have nicely scheduled court appearances, I have to cancel appointments with sick patients that need my urgent attention, fight through horrendous inner-city traffic to get to a courthouse simply overflowing with petty violations and nitpicking officers, and plead my case to a Judge who soon realizes that 30 seconds of an open mind and a free ear could have saved us all a huge hassle, not to mention a bogus ticket.

And unlike the officers we consistently deal with, when my son - an aspiring trauma surgeon - receives an injured and traumatized patient (which often includes police officers), he doesn't attempt to find fault and lay blame, because his job is to help save lives. He does not care whether injuries were caused by recklessness or of no fault, nor does he look to one's skin color, ethnic background, or type of car before deciding whether or not to intervene immediately to save a life.

You see, as doctors, we aim to listen, understand, respect, and educate, without simply "doing our job" and being intimidating an impersonal. In fact, we too have the ability to "raise local revenue" by ordering unnecessary test and labwork, adding to your lost hours on the job, and increasing your bill. Yet we know how unfair and unjust this is, and try to treat people as best we can - as we would like to be treated ourselves.

The point of this letter is simple: there is a reason why I readily empty my pocket when the local fire department is fundraising, yet I won't even attempt to reach for my wallet when the VSPA is soliciting funds. This should not come as a surprise to you, being that officers in Virginia forcefully take my money - be it directly from my wallet in the form of a bogus ticket, indirectly from my job by time lost in a court appearance, and even potentially by insurance premium increases, simply because officers have become too narrow-minded, judgmental, arrogant, and unforgiving.

With great power comes great responsibility. If it is the VSPA’s intention to serve the state troopers of the Commonwealth of Virginia, it is my humble opinion that the VSPA is in dire need of refocusing it’s goals from raising funds to encouraging professionalism and integrity, and ensuring unprofessional and behavior unbecoming of a police officer do not go unpunished. Funds for
<st1:State><st1:place>Virginia</st1:place></st1:State> state troopers are secured each and every year – I know, because I pay my taxes. Yet oversight of <st1:State><st1:place>Virginia</st1:place></st1:State> law enforcement and an open ear to hear our complaints and concerns is virtually non-existent. Indeed, absolute power corrupts absolutely.<o:p></o:p>

<><o:p></o:p>Furthermore, we can donate to scholarships and hospitals directly. Donating to the very police organizations that will lobby for more money, equipment, and power to pull even more money out of our pockets would be irrational, to say the least. That's why I hope you understand my firm refusal in aid the VSPA in any way, and encouragement of others to follow in my footsteps as well.

I also hope you take this letter under serious advisory, as I know countless others like myself that are simply fed up with the current situation, and would be more than willing to take major steps to improve it. With that said, please keep in mind one of the quotes etched in stone in our nation's capital, "The price of liberty is eternal vigilance." For as you teach your fellow officers how to point their finger on the radar gun at us, remember that four more point back at them. Northern VA is rediculous when it comes to traffic stops. The problem is that it is also one of the more prosperous places to live in the US. Many of us cant leave because we have to provide a living for ourselves.

Here is a case in point. Last sat there was a huge car meet in Woodbridge (just south of DC). The event organizers contacted Prince William local police (who are actually pretty decent) and came to an arrangement with them. They can hold the meet if an officer is there to make sure no stupid stuff goes on and nobody would get ticketed for modified cars. This was a big breakthrough for the car enthusiast/police relationship


UNTIL

The state police decided to camp outside of the commuter lot they were using and start pulling over car after car for non-moving violations. They were all exhaust and otherwise tickets. This was the biggest TRAP ever instituted in my memory. The PW local police knew nothing about it but the state police heard about it and those MONEY GRUBBING BASTARDS decided to get as many tickets out of it as possible.

I couldn't agree more with what your saying Ramy! Fight and don't give up. I almost always run from the cops unless they pull out in plain view of my license plate. I've gotten away 4 times and still counting. Gotta love the back roads of clifton, cop cars can't keep up on the sharp curves and straight-aways. When i do get pulled over and given a ticket, i have gotten off on all except for my reckless, 55 in a 35.......and there was a car infront of me and behind me but he pulled me over because i had the nicest car and i'm a young driver. The judge even said it was bogus and just gave me 15 hours of community service with no fine.

Ramy, I love the letter man. Every time I go to VA for a service call, who's number do I dial? YOURS! I have to vent to someone about the BS traffic I'm stuck in Send that letter the the newspaper and the local news channel too....that will probably get some publicity.

That's not all. Borrowing a tactic from the actual *****, (and Stasi?) the police and Fairfax County actually maintain anonymous phone lines for people to call in and narc on their neighbors and fellow citizens.

Despite the *****, I actually like living--even driving--in Virginia. Maybe it's the game, and challenge to stay ahead of them.

Hahaha...that's the stuff dreams are made of. Oh man...if only... But then again, I highly doubt they need a licene plate in my case. W/ all the bodywork done to my FD, they can ID it a mile away =-\

Brent, this obviously wasn't in Fairfax County, was it? Judge calling it bogus? lol...not here... Here, the judge woulda prob given you jailtime after he made a fool out of ya in front of everyone there

Thanks Dan. While that idea sounds really good, and I must admit I never even thought about it, I HIGHLY doubt a local news would give a two bit. All they cover is "racer dies in car crash" or "speeder runs over pedestrian" and crap like that. They want to institute laws on 6 or 8 high-speed related deaths A YEAR, but DUIs are freakin all over the place. Just yesterday I saw the MADS truck again (Mothers Against Drunk Drivers) towing a TOTALLY FUBARed Suburban. I mean...OMG....it was horrible. And these aren't rare occurances. They have their own special tow-truck for a reason

Any of you locals to NoVa have any ideas re: sending it to the media? Anyone know someone who might be interested in doing a story on this, etc? I'm sure we can get NUMEROUS ppl to agree to be interviewed etc

Not to mention conveniently deleting the phone number to call for comments on your traffic stop, which is found on the back of the ticket lol. I recently noticed that they stopped printing the number on there. But ppshhh plz....you swear that stopped me. Called the local precinct, got the #, gave 'em a call

LOL yea...but the thing is, sometimes, just sometimes, I'm tired of feeling like prey...or like I'm in a sniper war. I just wanna drive, and relax - not having to constantly look in the rearview, keep it under 15mph (to stay outta jail) etc. And 15mph over is THE FLOW OF TRAFFIC, at minimum

Ramy, they talked with the local police because they had an agreement with them so nobody would get ticketed for exhaust and the prince william police actually let them use the large commuter lot off of 123 for it. The meet was an absolute blast except for the state popo who were ******* vultures.

Neal, I guess what I'm saying is, if I were a cop, and you told me you had a whole group of guys who were breaking the law, yet you wanted corridor from me, I'd be retarded to agree. You just incriminated yourself by telling me there WILL be ppl there w/ violations. So would I in my right mind help you out? ABSOLUTELY not. Now, I also have to be smart...how can I play the game and come out on top? Entrapment. I say ok to you, give the word that no one from my precinct gives out any tickets, but I make sure the news of this meet leaks out to the State Troopers. That way, as an officer required to ENFORCE the law, I kept my face clean, but still enforced it simply by using a different extension of the law's long arm.

In short, no offense to you guys, but you guys asked for it, then bent over proudly. And the cops are prob still laughing at you for making it so easy to set you guys up

What was this car show last weekend, and who sponsored it? What sort of cars were there? I'm going to the Fairfax City Show in a couple weeks and will be on the lookout. I didn't see any harrassing cops there last year, and it's only about a block from the piggery.
