Business advice for my future shop

Hey guys,

I am putting together my business plan to open a auto repair shop here in upstate ny, middletown area. I do side jobs out of my truck and been getting pretty busy. Lots of new customers and a crap load of returning customers. I have some questions I cant find the answers for.

Do I have to have some kind of certification to open an auto repair shop?

there are registered shops- what that involves I do not know. I actually dont think they require much proof that you can actually repair a vehicle.

Its everything else that goes with it that will be a hassle- insurance, meeting your local fire safety codes especially if you are going to have any welding equipment and haz mat storage and waste requirements. They can come in and tell you "hey you need a backflow device on that sink, please have it done the next time I come in"- and you had better be doing it.
Simple things such as how many cars you are allowed to have on the property can mess things up as well.
