No you dont need to have your RX7 to be at the meets but it would be cooler if you did . I think that this link should help you get more details regarding times:

Hope to see you there

Hi there!
if you guys don't mind... RX-8 owner in Laramie, here!
Anyone interested in the RMRX8 meet & track event? Anyone want to caravan from (thru) Laramie to the events? Let me know! PM me either here or on the RX8Club.com, or at the rockymountainrx8.com site, and we'll figure out a meet up time and place.

OK... I've posted this on the RX8Club.com site:
If anyone is heading down from the Laramie area, or for that matter, Ft. Collins/Cheyenne, and would like to caravan together... I am going to be at the Kum-n-Go on N 3rd on Saturday morning at around 6:00 AM, and leaving here no later than 6:30. Anyone interested in meeting up in Ft. Collins, there is a rest area on I-25 around exit 267, (I can't remember exactly where), and I should be there around 7:30 - 7:45. I plan on using E-470, and if anyone who is involved in this caravan does not have an expresstoll pass, you can get one here. Otherwise, it's $8.50 one way with six or seven tollbooths along the way. This should end us up at McDonald Mazda at 9:00 - 9:30.

Hey guys the FD RX7 registry was just released, and there is a single person in Wyoming as of October 05 that had/has there car registered.

Does anyone know who this person is?

I'm not in Wyoming anymore, but I used to live in Cheyenne, and I am up there on a pretty regular basis.
