Who owns the Red VR in O'Fallon MO?

I saw a VR FD with exhaust today on highway K by highway 40 in O'Fallon MO. Anyone on here own this car or know who does?

I think That guy works at APC out by Tee-Kay Mobile home park. I've seen it there in the parking lot.
