WI Help with New Bought 88' Possibly SE

I guess I should have done the following before trying to start it up especially since it had already blown out what I believe is the coolant all over the engine, I know I'm not the brightest guy most of the time . Once the car was warmed up and when back to a more normal idle I started driving it, but even after a block I noticed that it was starting to blow smoke. It even was blowing smoke yesterday when I was about to get it to my mom's place where it is now parked.

1) I check the oil and it was really low

2) The water from the radiator was empty. I had to put some in from the first time I drove it. Then drove it for around 150 miles before it was empty again.

3) The coolant component was also empty. I've filled both of them up with water in the mean time, just so that they have something there.

I plan on turning it back on after I fill it up with oil again. Which is where my questions begin:

1) Should I turn it on, after filling it up with oil; or wait until someone who knows more about 7s, or at least cars in general, takes a look at it.

2) If it's safe to just fill it with oil and see how it reacts, which kind of oil should I use?

Any other suggestions would be greatly appreciate it.

P.S. I posted this because I'm trying to get a hold of Izzy who lives in the Kenosha/Racine area. He is also a member on here, and regularly used to post, probably still does. Or if anyone else lives in the Milwaukee area and is willing to come take a look at it I'll gladly pay for your gas. Please help!!

Looks like blown water seals, probably rebuild time. Definitely have someone that knows rotarys look at it though, the more opinions the better. I wouldn't drive it at all until this is taken care of, you could cause more damage to components you can reuse.
