LTX12 on Colorado Emissions Test

I'm getting very close to passing the test, and would appreciate some opinion on interpreting the latest test fail.

CO, CO2, NOx are all reading very good now - 1/2 the limit or less

HC is my problem - reading 2.92 with 2.00 being the limit. The graph report is here:

My question: would the spikes at the beginning of each speed increase (i.e. when shifting up) indicate that one of the Pump settings is too rich? If so, how should I approach the problem?
