Cooling fan issue

I have Microtech LT16 controlling 20B motor.

Right now, one of the issues is cooling fans not turning on. I narrowed this down to the signal wire going to the cooling fan relay. When I manually ground the relay coil, fans do turn on, but when I connect it to Aux#2 (WHITE/RED) wire which should control the fan relay on LT-16, fan does not turn on. I have continuity of the wire back to the LT16 from the relay.. There's no voltage on the white/red wire. Any suggestions?

I don't have the microtech serial laptop adapter. Is there any way for me to check this without it?

The output is ground switched, you won't find any voltage on it. One side of the relay coil connects to 12V, the other side to the Microtech.
