AF ratio when car is idling

hi i have a series 4 rx7 13b turbo just rebuilt and its only good for 200km off a full tank ...
so im thinking it may have sumthin to do with it idling at a vacuum of 15"hg its AF ratio is 11.8 is that too rich or am i wrong

Try taking fuel out until you see the vacuum go up to normal. If it's too lean it will start breaking up and try to stall.
