MSI3.0 pwr. supply test... FAILED???

hello, well i assemled the power supply... and accodring to the v3.0 assembley manual, i should plug in the stimulator and should start testing certain pins voltage, on the 40-pin SOCKET, so i did, by the manual, the voltimeter should read about 4.9-5.1 volts... i got around ~5.40... is this a concern????

thank you

Go to msefi.com and post. Yours is a general build question.
