Injector Voltage on MS Side

My car was running fine on MS I v3.0 for a while but then started with random injection problems. Doing some voltage checks on the injector wires I'm seeing proper batt voltage on the +12v side and +8.5/9V on the MS side, the wires connected to pins 32/33, 34/35. I can think of a few ways I may have fried something inside but before I get too deep into vehicle and ECU wiring/circuits I wanted to know if this is normal.
Thanks

Depending on the duty cycle of the injectors, yes, it could be normal. However, it doesn't mean that it is fine; you'd really need an oscilloscope to see that.

Those voltage readings were taken with key on but not running. So no duty cycle I would assume. The injectors were not even plugged in. Sadly I don't have a scope.

Oh; I'm assuming the MS was on, but it didn't think the car was running (no sim mode or anything)? If the injectors were unplugged, the voltage there is kind-of irrelevant, since its basically a wire disconnected from everything, so you were just reading a floating voltage. If you plug the injectors in, with the engine not running, you should see 12V, and with the injectors unplugged, using the injector test mode or jimstim to fire the injectors, you should be able to record pulsed continuity between the MS wire & ground, or if you're using a slow-to-react ohm-meter or test light, it should show a lowish resistance/glow faintly

Ok so then it doesn't point to anything being wrong when I see the voltage. Checking pins 32-35 against ground is pretty pointless with just a multi meter?
