here's a link, the sizes aren't the same, but that's proof that's it's probably not offset dependent.

Concave and deep dish wheels are dependant from offset and width, diameter has the least to do with offset. How different manufacturers make wheels is also another issue. 5zigen is good because they actually make different molds instead of taking the "easy" road and adding more of a back pad to the wheel.
