Where can I get this spolier? I've looked for it and not much luck.

Places I have found it says it is a rare item and only special order.

Please answer this. This is a GT Wing?

worst case scenario is you can always check with the guys over at greddy since they have a partnership and are able to special order it, also it doesn't hurt to ask them about it.
