Unpulling pulled fenders?

Unpulling pulled fenders?

I don't know much on body work, so I figured I'd ask. Some previous owner of my 1988 FC had apparently tried to pull the fender, one side, and never did the other, this is a previous owner I never met, it's some thing that I've been looking at and I finally checked it out, no exact measurements, but I think it's around a 10 mm pull that's from the top of the tire. Anyways, I was wondering if there was a way to unpull the fenders? or am I **** out of luck and have to pull the other one?

Other notes, I am still on stock vert wheels. The fender in question is the rear passenger side. Thanks for any insight.

Cut & weld time...

Or just pull the other side to match.
